Ok so my bro has a 99 taurus and he didnt want to get a new radio so he has a line out converter. This is what he wanted me to ask you guys..(I have a high flow speaker wire to rca converter and no matter how i hook it up, it only puts out if i leave one rca hooked up to it)

You mean if you hook up both RCAs it doesn't work?
Try switching around the + and - on one of the speaker wires (right or left, NOT BOTH).
You might have them wired backwards so they're "erasing" each other.
